On June 5, 2025, Bill 6, also known as the Safer Municipalities Act, was enacted in Ontario. This legislation introduces new penalties for public consumption of illegal substances and trespassing, with a particular focus on individuals experiencing homelessness and substance use challenges. The legislation allows police to direct individuals to leave public spaces and cease consumption of illegal substances, with non-compliance potentially leading to fines or imprisonment.

As a result of this legislation, Harm Reductionists and Advocates have witnessed increased surveillance and targeting of people who use substances, particularly those who are unhoused and have no choice but to consume substances in "public" places.

 

Below, please find a pamphlet that is being made available in the community to inform people of their rights, responsibilities, how to respond if they are subject to Bill 6 enforcement, and who to reach out to for help.
